Building more resilient and adaptive cities: CLC-MFA course on “Resilient Urban Ecosystems for Adaptability” (6 to 10 April 2026)

CLC hosted 26 government officials as part of the Singapore Cooperation Programme by the Ministry of Foreign Affairs (MFA) in a capability development course themed “Resilient Urban Ecosystems for Adaptability”.

The course participants comprised of urban planners, engineers and policymakers from Asia, Africa, Europe, Central and Latin America, and the island states of the Caribbean and the Pacific. Over the course of 5 days, participants came together to unpack the factors underpinning sustainable urbanisation, as well as challenges and opportunities for more resilient and adaptable urban development.

With course content centred around CLC’s Liveability Framework, participants learnt the principles behind Singapore’s long-term land management and urban planning approach, how food security and resilience can be achieved as a small island city-state, and what healthy and active ageing can look like in a high-density urban environment such as at the Kampung Admiralty estate. Visits to the Bishan-Ang Mo Kio Park exemplified how functional flood management and resilience can be integrated with biodiversity and liveability in a dense urban area.
Finally, participants gleaned insights into Singapore’s approach towards integrated master-planning in urban development. A coordinated approach across public agencies and engagement with multiple stakeholders is essential to enable these developments that benefit the public.
