This publication presents a documentation of insights from Singapore's and Vienna’s efforts to provide affordable housing for all. It highlights each city’s approach to addressing housing needs through policies and practices that promote affordability, inclusivity and climate responsiveness.
While rooted in different historical, socio-economic and governance contexts, both cities have developed thoughtful strategies to tackle shared urban challenges. By tracing the implementation of key housing policies and programmes, this publication provides an account of how each city navigates issues such as shifting demographics and environmental imperatives. It also explores key enablers that support the effectiveness of each city’s housing strategy—from financing models and institutional frameworks, to policies tailored for specific target groups.
Through these insights, this publication serves as a valuable resource for policymakers, urban practitioners and researchers seeking adaptable, forward-looking approaches to public housing.
This joint publication between the Centre for Liveable Cities and Urban Innovation Vienna is the culmination of a key deliverable of the Research Memorandum of Understanding signed between both agencies in June 2023.
