Box Story: Institutionalising Efforts to Respond to Climate Change
Discover and learn about the establishment of Singapore’s Inter-Ministerial Committee on Climate Change and National Climate Change Secretariat.
The Inter-Ministerial Committee on Climate Change (IMCCC) was established in 2007 to take a whole-of-government approach on climate action. Initially chaired by Deputy Prime Minister S. Jayakumar (2004–2009), the IMCCC brought together ministers from key ministries including the MFA, MND, MTI, Ministry of the Environment and Water Resources, Ministry of Finance and MOT. To support its work, an Executive Committee and various Working Groups were established, comprising senior management from relevant ministries and statutory boards.

The IMCCC demonstrates the nation’s strategic approach to combating climate change through robust institutional frameworks. By centralising coordination, integrating climate considerations into diverse policy areas, and fostering a collaborative approach, the IMCCC has spearheaded initiatives like the Singapore Green Plan 2030, carbon tax implementation, energy efficiency promotion, enhanced public transport, and green building standards.
To further enhance coordination, the National Climate Change Secretariat (NCCS) was established under the Prime Minister’s Office (PMO) in 2010. NCCS supports the implementation of Singapore’s domestic and international policies and strategies to tackle climate change, while its placement within PMO’s Strategy Group strengthens planning on cross-ministry issues.
Together, the IMCCC and NCCS have advanced climate resilience, supported research and innovation, raised public awareness on climate change and positioned Singapore as a leader in urban sustainability and international climate efforts.
