The Liveability Framework identifies three key supporting systems that cities can tap on: Integrated Master Planning and Development, Dynamic Urban Governance, and Collaborative Ecosystem. These systems, each with certain implicit principles, provide the structural foundations and operational conditions to navigate complexities and pivot towards more liveable and sustainable futures.

Integrated Master Planning & Development
This supporting system focuses on balancing diverse needs through long-term, integrated land use and infrastructure planning. It prioritises more adaptive strategies that enhance urban resilience and flexibility through scenario-based planning approaches, seeks to achieve “win-win”, cross-domain opportunities, and emphasises close coordination and systemic innovation for effective implementation of integrated solutions to optimise outcomes.

Dynamic Urban Governance
This supporting system ensures that city leadership, institutions and governmental processes are responsive and adaptable. It is characterised by visionary yet pragmatic leadership, high levels of trust, sound institutions, strong citizen engagement and transformative private sector partnerships to address evolving urban challenges.
Collaborative Ecosystem
This supporting system focuses on building strong partnerships across public, private and people sectors, and across different scales of engagement — including local, regional and international. It harnesses diverse expertise in the co-creation of solutions, and seeks to cultivate collective stewardship of our resources and space.
