The Liveability Framework was developed through understanding Singapore's development journey and considering the emerging urban challenges it faces today. The framework distils the desired outcomes and supporting systems that underpin Singapore’s approaches to urban liveability and sustainable development. It also serves as a forward-looking guide for cities seeking to be liveable, sustainable and resilient amid growing urban complexity.

The Liveability Framework
At its core, the framework presents three desired liveability outcomes represented as equally sized circles that intersect, reflecting their interdependencies. Encircling them are the supporting systems that enable and sustain these outcomes. The interstitial space between them serves as the operating environment enhanced by critical enablers, including science-based approaches and smart tools, that help cities deliver their liveability goals.

Building Liveable and Sustainable Cities: A Framework for the Future
This publication is the first refresh of the Liveability Framework since it was introduced in 2014. Taking into account current and future challenges that cities have to deal with, this edition proposes an updated understanding of liveability outcomes for cities, and the supporting urban systems of planning, governance and collaboration, incorporating views from both within and outside government. The book also spotlights the importance of resilience, and discusses the tensions and synergies that arise from delivering liveability and sustainability for cities. Finally, it showcases case studies from around the world that illustrate the global applicability of the framework.
