Liveability Outcomes
Discover the three desired outcomes for a liveable and sustainable city.

At the heart of the Liveability Framework lies three interconnected outcomes that define a liveable and sustainable city: Competitive Economy, Sustainable Environment and High Quality of Life. These outcomes are mutually reinforcing yet may require trade-offs to achieve them. Delivering them in tandem means that cities not only strive for economic growth but do so in regenerative ways that secure the quality of the physical environment and well-being of their people. Collectively, these outcomes offer a holistic vision for long-term urban success.

Competitive Economy
A competitive economy ensures that residents have access to quality jobs. At the same time, it fosters a dynamic business environment that supports emerging growth sectors, adapts to evolving aspirations, and is able to attract and retain talent. It also involves the continuous development of workforce capabilities with the support of progressive manpower policies and an accessible educational system which contribute to overall economic resilience.
Sustainable Environment
A sustainable environment safeguards the city’s natural resources and biodiversity while developing with nature. Cities must also enhance resource, climate and social resilience so that they can adapt and emerge stronger in the long term from challenges such as supply chain disruptions, climate change impacts and geopolitical realities.

High Quality of Life
Besides securing basic hygiene factors, cities that deliver high quality of life are those that also ensure residents can maximise their potential and fulfil their diverse aspirations. This means being part of safe, inclusive and vibrant communities where they have access to affordable housing, efficient transport, good healthcare and education, recreational spaces, and arts and culture offerings — all of which contribute to everyday physical, mental and social well-being.
